I want to use this device like below,
ENA=ENB=12V, INA=INB=12V, this does not violate "7.3 Recommended Operating Conditions" in our datasheet, does it have any risk? Thanks.

ENx are internally pulled high when left floating so there is no need to connect it externally...
I don't see any risks assuming that VDD is within the recommended operating conditions up to 18V.
