BQ24296: After the battery is completely drained, the charger won't start when plugged in

With this charger chip, I've used it on two designs now, same design, that exhibit the same behavior but with different batteries.  On both designs, when the battery is drained low the system cuts off and is un powered, plugging in (applying sufficient voltage) to VBUS doesn't seem to start the charger.   But in this condition, if I disconnect and reconnect the battery, the charger works properly.   I am at a bit of a loss here.   On one design I'm using a 1S2P 18650 pack found on DigiKey by Jauch Quartz LI18650PBF 1S2P + PCM + Wire.   On the other system that exhibited the sam behavior, I am using an ultra life battery UBBP06-FL.  

I've also attached the schematic.  I can talk to the chips through I2C but when it gets in this state, and I plug in the VBUS, not only does it not charge the battery but it does not provide power over the power path to the system to turn on the micro.   So I can't read any of the registers.   I am using the default settings except setting the charge current to 1024mA for the 2P, and 960mA for the ultra life battery.   Any pointers to what to look at would be great.  As I mentioned, unplugging and plugging the battery back in seems to fix it.  Also if the unit sits for a long time (like 24 Horus) it seems to fix itself as well, I'm guess the battery gets completely depleted but there is some lockout there I don't know about?   Not sure why the power path wouldn't work though either.   Any help would be greatly appreciated!!!!!
