TPS61021A: TPS61021A Large Ripple on the Output

I have just started doing some verification testing on a new board design, which uses the TPS61021A as a supply to a cellular module. I am seeing really large ripple on the 4V output under no load (215 mVpp at 14Hz) and even larger ripple with a 2Ω load (1.9V @ 300kHz). When transmitting, the peak load is about 1.9A at 4V but that is with the cell module in TX mode. Input is a 3.6V battery. I am hoping to get the help of an FAE to look through the design with me. I wasn't a part of this design, and when I went through the TI Web Bench tool to check the design, it seemed to be off by quite a bit.
