BQ77904: UV Threshold Lower Than Specified

We are performing verification testing on a board using the bq77904 and are failing the undervoltage threshold test.  The datasheet specifies that the default UV threshold is 2.8V and we are consistently measuring ~2.2V.  We have tested 3 samples from one supplier and 3 samples from a separate supplier with different date/lot codes.  All parts produce the same response.  In addition to this, it appears that the "Load Removal Recovery" is enabled rather than disabled as specified in the default configuration for this part.  OV thresholds are within spec; we haven't tested OCD1/OCD2 yet.

Our best guess at this point is that we are receiving parts that have been programmed by TI to some unknown configuration.  We also ordered samples directly from TI, we will evaluate tomorrow.  Is this a common issue?   I've attached our schematic in case it will be helpful in diagnosing the issue.
