Battery simulator circuit drawing drawing high current


I  found an article from internet on battery simulator. the name of the article is "Building Your Own Battery Simulator".  It is an article from TI with document number SLVA618–October 2013. I have attached this file.I built one such circuit and it seems to be working. However, I saw something strange. So I want to know whether I have made mistake in my breadboard. 

The problem is the -12V rail. I used a charger to charge this battery simulator at around 600mA. I saw that the power supply current for the -12V was around 1.2A . The +12V drew very small current. I didn't expect to see such high current. I checked multiple times to make sure I wired the circuit correctly. 

Did anyone build this circuit?
