BQ24400 termination on MCV.

I am observing BQ24400 to start dropping  the pulses out on MOD pin (  looks like random lendth pulse trains) as soon as BAT pin voltage is approaching 1.98-1.99V.  I've expected the charger to shut down at BAT=MCV=2V  but it never gets there. BAT voltage stays about 1.98V and BQ24400 keeps charging at reduced current.

This affects  PVD which is expected just below MCV and never actually terminates for the same reason.

When I reduce BAT voltage with the resistive divider,  PVD works and fallouts disappear.

How to make the charger to shutdown at MCV?
