When only battery is connected in the circuit of EVM, the device is disabled by MPPSET.
Is the power consumption 5uA? (or 1mA?)

It depends on VBAT and VCC voltage levels. Referring to page 4 of the datasheet, it shows the specs for IBAT and IAC.
QUIESCENT CURRENTS
Total battery discharge current (sum of
currents into VCC, BTST, PH, SRP, SRN, VCC < VBAT, VCC > VUVLO (SLEEP) 15 μA
VFB), VFB ≤ 2.1V
IBAT Battery discharge current (sum of currents VCC > VBAT, VCC > VUVLO, CE = LOW 5 μA
into BTST, PH, SRP, SRN, VFB), VFB ≤ VCC > VBAT, VCC > VVCCLOWV, 5 μA 2.1V CE = HIGH, Charge done
VCC > VBAT, VCC > VUVLO, CE = LOW 0.7 1 mA
Adapter supply current (sum of current into VCC > VBAT, VCC > VVCCLOWV, 2 3 mA IAC VCC pin) CE = HIGH, charge done
VCC > VBAT, VCC > VVCCLOWV, 25 mA
