I am working on BQ24020EVM battery charger. I am trying to test it without a battery, using the circuit shown in user guide.

Hello, R8 is used as a sense resistor to measure the battery current, so it doesn't need o be a fixed value. Any resistor that can provide a measureable current should be ok here.

can i use a 10 ohm resistor with 0.25w??

Please calculate with your programmed charging current and make sure the power level is around 0.1w as specified in the user guide.
