Charging a battery for a low power device from hydro generator (IOT)

I am an new engineer (senior year of undergrad), working on a low power capstone project, and I would like some advice/ suggestions.

My application is harvesting energy from a water generator, which delivers 12 V, 8 mA of DC (I already have the circuitry for that done). Now my design is powered by a 3.3 V battery. What I need is a way to deliver the generated power (96mW) to the battery with minimal losses. I have been researching charging devices on TI, but all the ones I have come across have either too high input current requirement, or too low input voltage/current requirements. Not to mention that I have a hard time with datasheets, and there is still a lot I don't really understand on them.

I am looking one of two things:

1. Advice on what type of charger should I look for, what information from the datasheet is the most relevant to my application.

2. Product suggestions, and why that product would be a good choice.
