BQ25570 design with no Vin DC condition

I have been able to get this device to apply power to the Vout pin by increasing the voltage on Vin and charging the Vstor condition.  This chip appears to need a constant voltage on Vin in order to keep VSTOR charged.  When I remove the voltage from Vin the voltage on Vstor drops and Vout turns off.  This is bad.

In most application it will be required to have Vout a constant voltage to keep everything alive.  The sun does not shine at night (Vin =0.00Vdc).  How can I keep my device powered if the Vin pin is not providing power? (Vin = 0.00)  The whole point of having a battery is to provide power to Vout when there is no energy to harvest.

How does the BQ25570 provide power when there is no energy to harvest?  How does this work?

Maybe it is my schematic.  Could there be something wrong? See below.

note:  During troubleshooting,I disconnected Vout_En from the circuit and left it floating... this did not change the conditions of my question.
