BQ40Z50-R1: Primary Charge Termination in bq40z50-R1

I am having an issue with seeing a valid Primary Charge Termination using the bq40z50-R1.  I have a charger that we have developed for the bq20z series that I am trying to extend to the bq40z50-R1.  My charger shuts down and signals 100% charge when RSOC=100%.  The pack firmware is configured such that RSOC stays at 99% until Primary Charge Termination.  I have checked the conditions for PCT and believe I am meeting them, but it never goes to PCT.  Interestingly enough, when I remove the battery from the charger and then re-connect it, it signals >95% RSOC (a condition programmed into the charger and identified by reading RSOC) for about 5 seconds and then gets the 100% RSOC which switches it to giving a fully charged signal.  One of the problems I am having with monitoring this situation is that I cannot use both the smart charger and the bqStudio at the same time.  If I do, the charger appears to function properly, but the bqStudio will not communicate.  Can anybody help me with either or both of these issues?

    bqstudio can't work with the smart charger connected at the same time. You need only one master on the comm lines otherwise you will have bus collisions.

    For the purposes of debugging this issue, we need a log file and your gg file. To avoid the bus collisions, in place of your smart charger, use a power supply to charge the battery and that will allow you log with bqstudio and gather data for analysis.

    Also for debug, can you disable the hold at 99% to see if that makes a difference? It is best to have the charger respond to the FC flag instead of 100% when trying to stop charging.
