I'm developing a pack with the Panasonic NCR18650 cell. Per Panasonic, it's Li-ion. the BQEasy description is NiCoMn/carbon. This does not sound correct. Can someone confirm the cell listing and chemistry are correct???

Yes, this chemistry ID and cell listing is correct. This ID was created specifically for this cell a while back. It is only listed is NiCoMn/carbon because that is the OCV curve it most closely resembled. It may not be exactly that chemical configuration, but it is nickel-based. Usually we don't get the specific chemistry of the cell, so an educated guess is sometimes required.
