Thermal resistance of a PCB

Hi,

I saw in 'AN-2020 Thermal Design By Insight, Not Hindsight' - thermal resistance (Between ambient and surface ) is related to the surface area of the PCB by the following equation.

This equation shows that, as the thermal resistance is less, the surface area has to be more for increased thermal performance and vice versa. Is my understanding correct? Is it showing that the thermal resistance has to be more? Please clarify me.
