LM4041-N: Max Voltage

Part Number: LM4041-N

In the recommended operating conditions, it shows output voltage should be 1.24 to 10V.

 Does this mean when the part is active?  For example, if I have this circuit:

 

If the input voltage ramps up to 22V, the circuit kicks in at ~18V.  After the LM4041 is conducting the voltage will be be ~2V which is OK for the part.  Before the part turns on it would exceed the max recommended output voltage.  Is this an issue??
