My apologies for the delay, I was on vacation when this thread was assigned to me and I'm just 'catching up' now.
I looked at the schematic and data sheet and I think that the designer was trying to provide some protection to the UVLO pin in the case that someone tied the J2 board connector to a voltage higher than the 7V abs max rating for this pin. This resistor would not be necessary in a production design where the voltage at the UVLO pin is more predictable. I the resistor will provide some additional hysteresis as the internal 23uA source is turned on and off but this isn't its main function. I hope this answers your question.
