Only the typical value is specified for tscp1/2. Why are you interested in this value?

Because I now measurement of this value is 7 ms.

This value does not seem to be normal, where do you measure? Please post a scope plot showing CTRL and ELVSS at startup.
Is there a requirement for your system that ELVSS must start exaclty 10ms after CTRL is high?
