If you set Vsup (pin 9) of the device at 10V, you can use the same 10V supply (Vsup) as an input to a resistor divider to create a 3.3V at IN input (pin 11) of the device. For example, for 10V input to resistor divider and top resistor of 500K ohm, calculated bottom resistor of the divider will be ~246.2K ohm to create a 3.3V at IN input (pin 11) of the VCOM buffer which should give you bufferd 3.3V at pin 10 of the device.
