I am trying to figure out if TI makes a chip tat can be used to do monostable multivibrator one shot applications that runs on 12v. Anybody know if there is one ?

    The TPS3710 might be able to work. This is an 18V tolerant voltage detector. Instead of putting a divider on sense, if you capacitively drive Sense with a resistor from sense to GND you should be able to create your desired pulse width.
