Hi sir:

 Why output current rising has 2 step when start up with TPS92691 EVM.  

(Test status: Vin=15V, Vout=26V, Output load is serial 34 LEDs)

    Hello Bryan,

    That is often typical behavior and depends on the control loop bandwidth and other factors, such as additional filtering for EMI. It's usually a small overshoot in the current sense and the control loop responding. If you change COMP values, output cap values, EMI filter values, etc... it will affect it. But it looks like normal transient response.
