    From your schematic, you are setting RHI to ~11.66V and RLO to ~10.41V, but SIG pin input can only goes from 0V to half of the battery voltage (15V?) by adjusting the 4.7K potential meter. If your battery voltage is 15V, you will only get the voltage from 0V to 7.5V which is still below RLO and no LED will light up.

    From the calculation, your LED current will be around 10mA, make sure your LED can handle this current. Also note that RHI should be lower than V+ - 1.5V. Refer to page 3 and page 9 of the datasheet for more information.

    If you are going to use the battery voltage for V+, I will suggest using a resistor divider to lower the voltage before feeding to SIG pin. Redo your calculation to select the resistors for your range (RHI and RLO) with the lower SIG signal in mind.
