can I use voltage doubler or trippler to achieve the target voltages? Is that right? will that affect the noise factors? a slight increment in noise is still ok but does that gives constant impedance over the spectrum atleat from dc to 200khz?

An inverting DC/DC might be able to do the job. However, you'll have to pose your question in that forum. My expertise is limited to linear regulators.
If you do implement a switching regulator, you'll see that noise will be introduced onto your output. As there is no negative LDO capable of regulating these voltages, it might be a good idea to use a passive filter to follow such a switching regulator.
