I've connected all as recommended in datasheet but I have only 0.45V output with any variations of voltage divider.
I use 30.1K R2 and 24K...274K R1 with jumpers for output voltage selection.

I was starting it without load. Only voltmeter.
Without R2 output is 0.16-0.17V.
This means device is broken?

I have some other questions about 7A7001.
How critical to place capacitors? Does it necessary to main functionality? Because in datasheet I read it is for stability only, and I haven't placed it yet.
Also I have replaced 7A7001 and tried to start it without a feedback and problem still here.
I have 0.45V output.

It is pretty critical - if the input and output capacitors are placed too far away from the device the LDO will oscillate. From my own experience I've seen putting the output capacitor an inch away from the part will cause oscillations - I would advise putting the input/output capacitors as close to the device as possible and star connect the grounds at the ground pin of the device for the best AC performance.
On the part still having a 0.45V output - how much current is the device drawing? Something in your load could be preventing the part from normal operation.

About issue.
I think this is a stupid bug but now I know what will be if someone would be confused Out and Vref pins.
