LM2940IMP-9.0 short from Vi to Vo

I have a circuit which uses a LM2940IMP. Vi is 12VDC. Vo is 9V. We want to modify boards such that Vo is 12V. I DO have a 0 ohm from Vi to Vo, however we're questioning whether we need to remove the regulator, or just install the Vi to Vo shunt?
