I have a circuit that was previously working. Now I only see 2 V on the VCC pin when the device is enabled. I replaced the LM5118 part and the second part is doing the same thing. Is there outputs on the LM5118 that if shorted or overloaded would cause the behavior mentioned (VCC at 2 V). My input voltage is 12.3 V.

Please try my recommendations below.
1. Check the leakage current of VCC capacitor or simply replace VCC capacitor with new one. This is related with VCC current limit
2. Check whether the value of VIN resistor (if any) is changed . Or check VIN pin voltage when VCC voltage is 2V.
