TPS61025 Not Regulating over input voltage range

I have implemented the TPS61025 to boost to 3.3V from a two-cell alkaline battery input. With fresh batteries (VBAT = 3.0V), the output voltage is approximately 3.25V, but when the input voltage starts to drop the output also drops. The system current draw on this regulator is less than 200mA. I have followed the datasheet and I don't see any reason why the circuit is not working. Any help would be appreciated.

Make sure the IC is well soldered on the PCB. And could you please send the detailed schematic with parameter to me?

could you share the schematic and layout? and the operating waveform when observe the abnormal behavior.
please also check if the board is assembled well.

There was an assembly issue with my inductor, once a new inductor was placed, the regulators worked as expected.
