LM2670: shutdown output voltage spike

My customer is using the LM2670-adj to generate a 5.6V output from a 28V input.  They notice that when they disable the device the output voltage momentarily jumps to ~9V, which is causing problems with downstream circuitry:

They have found that placing a 0.1uF cap on the EN pin slows down the slew rate and the spike disappears.

Why does this spike occur and is there any way to remove it besides adding a cap to the enable line?

I can send a schematic directly if needed.
