    In general, if there is pre-bias voltage on the output and no input voltage, the body diode of the high side MOSFET will conduct and allow the input voltage to be at one diode drop below the pre-bias.     Having a pre-bias on the output of the TPS63000 is not an issue. When enable is low, the TPS630xx internal circuitry is off and no current will flow in the reverse direction regardless of VIN presence.
