    The TPS54620 has 2 non inverting inputs to the error amplifier; VREF and SS/TR. It will use the lower of those two voltages. So if teh device is regulating and SS/TR is pulled below VREF, the ouptu will track the SS/TR voltage.

    Yes, if teh circuit is properly built, the resistor divider from Vout to V_SNS to ground (R5 and R6 in this example) is all that is required to set the output voltage. Pin 7 should always be .8 V. With R5 and R6 as shown, the output should be 3.3 V.

    For a 12V input, the TPS54620 gives the best efficiency. Parts with synchronous rectification give better efficiency in your application.     Switcherpro will only calculate compensation for voltage source buck converter. I don't know how you are configuring your circuit, but if you are driving LEDs, you should never have a "no load condition". can you post your schematic and waveforms that illustrate your concerns?
