Does TPS61093 have a short circuit protection at its output ? What will be the typical behaviour (Hiccup / Latch / Constant Current)..

It has this protection if the internal isolation switch is not bypassed. Its operation is explained on page 9 of the datasheet. The IC latches off until the fault is cleared and enable is toggled.
If the isolation switch is not used, then there is nothing in series between Vin and Vout to limit the current. In this case, there is no over current protection.
