If the TPS61030 SYNC input is being driven by an external clock for the purpose of synchronizing the switching frequency, this device will not enter power save mode at light load correct? I need to make sure it will stay switching at the sync frequency regardless of load. Thanks!

You are correct that regardless of load, the TPS61030 will operate in forced PWM mode that is synchronized with the SYNC input.
