Can the TPS61070 maintain output voltage regulation when the input voltage is higher than the output voltage?
Answer:
No, the TPS61070 can not maintain output voltage regulation when the input voltage is higher than the output voltage. If this functionality is needed, consider other ICs such as the TPS61020 or TPS61200 that have "down mode". Please see application note SLVA199 for more information on "down mode"

If the TPS61070 input voltage goes higher than the programmed output voltage, the IC will stop switching and the output voltage will track the input voltage, minus any voltage drops across the inductor and internal MOSFET. The TPS63000, TPS63010, TPS63020, etc are good choices when the input voltage can be either above or below the programmed output voltage. The TPS63xxx products are 4 switch buck-boosts and are designed for this type of operation.
