The TPS65023-Q1 is not certified for ASIL-B.
The AEC-Q100 qualifications are listed in the top of the datasheet and this is not a safety device.
This is a regular commercial-grade PMIC that has been AEC-Q100 qualified for a specific Temperature Grade and ESD (HBM/CDM) Level.
In order to make non-safety PMICs capable of ASIL certification, redundancy and other external components would need to be added to make the whole power block meet the standards. This is done at the system level and is not supported by TI.
