    One good thing to try would be testing the power (TPS650532) without the processor. An easy way to do this is order the TPS65053 EVM and then test it with your components/values.

    Henry, Yes, Vcc is the supply for the digital and the analog circuitry of DCDC1 and DCDC2 therefore, in order for the internal DCDC circuits to operate properly Vcc and Vindcdc must be the same voltage. Connecting them to the same power supply is also, needed.
