Q: Does VREF need a capacitor?
A: Yes, this pin should be connected to a 1uF cap to GND. This is the main reference voltage for all internal blocks. During power up if the device doesnt power this should be the first pin to check. This should be at 0.75V
If this is not 0.75V then something is missing and the board is not getting correct power.
