Does TPS23753A have an effective protection feature to a shorted transformer winding?
FET is very hot in this condition.

TPS23753A has overcurrent and thermal protection. Please see page 16 of the datasheet. If a fault casues these, then the IC will shutdown.
When you say FET, do you mean the external primary FET or the internal pass FET?

FET means the external primaly FET.
Under a shorted transformer winding, over-current protection works and pulse width is very short.
But external primaly FET is very hot, is this the specification of this device?

Under your fault condition, you need to check to see if the FET goes over any of the abs max ratings (including thermal). This is the only way to know for sure if the FET will stay within its specs and not become damaged.

In TPS23750, if an over-current is detected 4 times, it will go into Hiccup mode.
Doesn't the same guard mode have in TPS23753A?
Is it unavoidable that external FET gets hot in our fault condition?

The TPS23753A was cost reduced for simpler solutions. If the extra protection is required then use the TPS23750 solution.
