LM5071-80 doesn't work for POE

Dear Sir

I have design POE application for PD Vout 12V and convert to 5V by other IC and J1 I change it to used filter transformer from Wurth 749010013 .

The design I reference by POE Evaluation board. 

When I put RJ45 from POE switch Hub to my PCB. It doesn't work. after that I try to change C4, C5 to lower than 1uF.

It can start up and work. After I put my beagle bone black board to 5V out. It does not boot anything. it just have all LED on the board on.

I think it come from inrush current by low in put capacitance. Did you explain to me for this problem? And why they are not work for high input capacitance?
