where does the Uninterrupted power supply (UPS) gets it input voltage. Is it from the mains supply?

It depends on the application. For TELECOM, it can be the mains DCV or for other it can be from an AC-DC source.

I mean for Power Over Ethernet application to power IP Cameras. I was thinking i can be from an 230/110V AC to 48V DC converter

You are correct! The PSE will operate from ~48V DC and switch the power to the ethernet cable accordingly.
