Recommendation for 802.3at Type 2 Controller

I'm a hobbyist working on a personal project. Let me first explain what my objectives are and then follow up with a few questions.

Here is what I'm designing:

1) A Raspberry Pi Hat (HardwAre on Top) for the Model B+ and v2 (as per the official Hat specifications available on through the foundation). Although, I am going to use tall 16mm M2.5 standoffs to extend the had over the RasPi's I/O, I've determined that I need the extra surface area.  

2) The Hat will implement 802.3at Type 2 PoE (>20W available to the PD).

3) The PoE Controller and DC/DC supply will need to provide a 5V rail (max load ~800mA (<4W) for the Raspberry Pi, back-powered through the GPIO.

4) The PoE Controller and DC/DC supply will need to provide 12V rail for powering standard electric door strikes (max load ~1A, <12W).

5) The PoE Controller and DC/DC supply will need to provide a 12V rail for powering typical RFID readers (HID iClass, Prox, etc.) (max load ~250mA, <3W).

I have already worked out the reading of Wiegand and/or RS-485 data from RFID readers. Likewise, I already have worked out controlling the door strike via GPIO and a relay.

Questions:

What PD controller would you recommend for this project?
