As shown in Figure 13, high current will pass through (the peak is determined by circuit parasitics and the amount of input and output capacitance) the switch for a short time (t IOS) until the protection circuit responds.

I understand your question now. There is really no internal timer for Tios. This is only the reaction time to activate the internal switch turn off.
In most applications, the protection function will never detect a < 1 us pulse because the external capacitors will absorb that current and mask it from the internal switch. So, effectively the protection function may not be activated for a short pulse.
