TPS23751: PD barrel jack app and TPS65251

On that POE PD/Flyback part, the TPS23751, there’s a barrel jack feature.  Looking at the ref design:

I’m thinking of using that barrel jack for an additional project.  We want to do a use of this card for an appliance CPU module approach, and then we'd have a header for voltage input. 

So, a common chassis voltage with the PD and a TPS65251  would be +24V.  I noticed that the controller (and it looks like the reference design also) supports 24V.  If I use that and have voltage coming to the barrel jack inputs on the PD, then does that make the PD disallow a POE negotiation, such that the priority is given to the barrel jack input? 

If so, that might save us some additional circuitry and board space to support an additional usage of the product.
