Per the current IEEE802.3at standard, it references cable parameters such as resistances and cable standards and recommends CAT5 cable or better. It does not specify shielded as a requirement. So either shielded or unshielded can be used in PoE applications.
Typically, I see shielded cables to help with better EMI performance.
