24V-5V DC/DC (DCP022405U) Output Voltage Error, it SHOULD be 5V, BUT 10V instead, why?

Hi everyone,

 after I soldered this power chip, DCP022405U, which intakes 24V DC and outputs 5V DC,  I measured it's output voltage, it was 10.9V,  very steady 10.9 volts, please help me figure out the reason.

Here's the condition that might be helpful for you:

  • Soldering station: ATTEN 8586 
  • Soldering temperature: 350 to 380 degrees (C)  (I soldered several chips, all output around 10V)
  • PCB board layers: 6
