The timing diagram below shows that OUTA is active high when INA+ is at the correct voltage, and OUTB is active low for when INB- is at the correct voltage. As such, the circuit can be designed to detect under voltage with an active high output.
The schematic below for the 12V rail will have OUTB go high when the 12V rail is in a under-voltage condition.

Thanks, btw If I need monitor undervoltage only 12V rail ( 12V battery), how to ignore INA and OUTA? should be pull up to vcc or pull down to GND?

For the other rail I would advise to keep it in a known state. It is not necessary and you can leave it floating, or you can tie INA to INB and leave OUTA floating to keep power consumption down while keeping OUTA in a known state.
