the replacment for RT9824 (Richtek) multi voltage detector

I believe TPS3307 is a good replacement. It has 3 voltage monitoring channels, Manual Reset (MR) feature just like RT9824, comes in the same package, shorter fixed delay time, much lower supply current, and other benefits.

One concern is, there is no manual reset function in it, that TV application is requiring..

The TPS3307 does have Manual Reset (MR) feature. It is located at pin 7. Check the datasheet I provided. The TPS3306 (similar device) does not have the Manual Reset feature so this might be what you were looking at. If you need Manual Reset and Watchdog timer features, check out TPS3305.
