TPS3700-Q1: About OUTA output when out of recommended operating range

Please see attached file for customer circuit.

[Customer specification]
·Under Voltage detection of TPS3700-Q1 is not used.
·OUTA is connected to the input terminal of another IC.
(OUTA can not be Non-connected.)
·VDD is applied to INA.
·OUTA always want to output Hi.

I think that OUTA will output Hi while the INA is within the recommended operating range.
However, when INA is out of the recommended operation range, it can not be confirmed whether OUTA outputs Hi.

Q.
For example, when 6.5V is applied to INA, can OUTA guarantee Hi output?
