I believe SENSE4L pin should be pull-up or tied VCC bigger than 0.4V if only negative voltage is supervised, positive power supply doesn't supervised. Does my understanding correct?

Your understanding is correct. If undervoltage (falling voltage) does not matter, then SENSE4L can he pulled to VDD or any voltage above 0.4V to prevent /RESET4 from asserting because of undervoltage.
