TPS3103 - The PFI pin is stuck at 0.64 volts no matter what the input voltage is.

Question/Problem:

The PFI pin is stuck at 0.64 volts no matter what the input voltage is.

Answer:

The voltage on PFI should be the 1.8V divided down by the resistor divider and track the changes in the 1.8V line.  If it is stuck at 0.64 the device is bad or something is shorted on the board.
