define the /RESIN signal, slew rate or rise/fall time.

Answer:

The /RESIN signal is a TTL input.  The rise/fall time will be consistent with the TTL logic family so the 100mS rise time will most likely make the output oscillate.  I would recommend they buffer the /RESIN pin with a Schmitt trigger device such as the SN74LVC1G17 or the SN74LVC1G14 to avoid any oscillations of the /RESIN input with such a long rise time.
