Can I assign a GPIO a fixed state HIGH with no logic or sequence behind?

For example PIN5 GPIO18.

I want it to be HIGH upon power up with NO dependencies.

1.Please see attached picture for sequence measured on GPO and let me know how to avoid the first unwanted pulse seen.Yellow is the main power RAIL 2 monitored and the trigger location.

2.Regarding the UCD90124 another thing i want to understand :

To my understanding the part first sets up the GPO pre-defined sequence and then starts measuring and monitoring the input rails.

(In the application you first need to enable them)

If that is the case , please explain the usage of the rail delay in the VOUT TAB.
