UCD90120A and Xilinx AC701

The issue is that my customer can’t seem to get this part to start in a run state. They have a couple of Xilinx Artix-7 design boards that they copied the code from the parts on the Artix-7 board and programmed new parts. They've found that they have to turn the device ON with the USB programmer, otherwise they are not coming up in run mode. On the original design these parts are setup to start when the power is applied.  They have also confirmed that there is not any bad supplies.  They also have the same issue with the TI evaluation board.   They don’t come up into a running state unless they use the USB program tool and tell it to go to a running state.  Is there a flag that they have to set in order for it to turn on.
